Once your messages are in a Local ( Mail ) Folder it is much easier to remove individual messages and they are not automatically deleted just because they are no longer on the news server. Viewing current messages, downloading etc will be made easier because the news folders will not be so bulky.

You don't, because that is not where the problem lays. The problem is on the server itself, where it's not correctly deleting offline messages anymore after delivering If somebody not on your list sends you an offline message and you receive it, the message will be deleted from the server after you receive it.
